(Douglas).- Brazil launched its regulated betting market with high hopes and strong early adoption, but the continued strength of the black market shows that legality has yet to outshine informality.

On January 1, 2025, Brazil officially switched on its regulated betting market under the supervision of the Ministry of Finance and the Secretariat of Prizes and Bets (SPA). Within weeks, major global operators like Superbet and Bet MGM secured licenses, and legal platforms quickly surpassed even Instagram in national web traffic. However, the early optimism contrasts with a troubling reality: the illegal market not only remains active but continues to thrive, with around 80% of blocked sites still accessible.
Despite domain blacklists and new financial controls, unlicensed operators persist using mirror sites, Telegram groups, and social media workarounds. For many users, smoother user experiences, fewer restrictions, and financial incentives keep illegal platforms attractive. Fragmented enforcement and slow implementation are limiting the effectiveness of Brazil’s regulatory push. The challenge now isn’t just drafting policy—it’s executing it with the technology, coordination, and incentives needed to make the legal market a truly competitive alternative.
